Beginning August 17, 2026, all new Builder’s Pavement Plan (BPP) applications must be submitted through DOB NOW: Build. BPP filings will no longer be accepted in the Buildings Information System (BIS).
How to file
Log in at nyc.gov/dobnow. Builders Pavement Plan is a new Work Type, and BPP must be filed under Review Type: Standard Plan Review.
DOT Authorization
An Authorization to DOT (BPP5) tab will appear on the job filing and must be completed to authorize the Department of Transportation to issue a construction permit for the BPP work. Once the filing is approved, all stakeholders will receive an email notification that the Plans/Sketch and Authorization to DOT documents are available for download — viewable and printable from within the job filing or the Public Portal.
Waiver of Legal Grade Fee
If this waiver applies to a filing, the $345 fee will appear in Job Filing Highlights and on the Pay Now button. An email notification will go out with instructions to process payment and resubmit the filing.
What happens to BPP jobs already filed in BIS
Whether a pending BPP job can continue in BIS or must be re-filed in DOB NOW depends on the job’s Last Action Date and its Job Status as of August 14, 2026:
- Jobs with a Last Action after August 14, 2024 in status Application Processed–Completed, Plan Exam (In Process/Disapproved/Approved), Permit Issued (Partial or Entire), or Signed-Off will see no change and can continue in BIS.
- Jobs with a Last Action after August 14, 2024 in status Pre-Filing, Application Processed–Part-No Payment, or Application Processed–Payment Only will be Administratively Closed, requiring a new filing in DOB NOW: Build.
- Jobs with a Last Action before August 14, 2024 in status Pre-Filing through Permit Issued–Partial Job will also be Administratively Closed, requiring a new DOB NOW filing.
- Jobs with a Last Action before August 14, 2024 that are already Permit Issued–Entire Job/Work or Signed-Off will see no change and can continue in BIS.
