On November 25, 2025, the NYC Department of Buildings (DOB) formally adopted amendments to the rules governing gas piping system inspections, effective immediately. These changes impact all building owners and industry professionals responsible for gas piping compliance in New York City.
Key Amendments
- Digital Submissions via DOB NOW:
- All documentation—including inspection certifications, corrections, extension requests, and “no gas” certifications—must be submitted digitally through DOB NOW. Paper submissions are no longer accepted.
- Certifications are not considered filed until fully uploaded and accepted in DOB NOW.
- Filing Fees Introduced:
- Certification of periodic inspection: $35
- Extension request: $35
- Certification of correction: $35
- Certification of no gas piping system: $375
- Documentation of no gas service: $480
- Inspection Procedures & Exemptions:
- Inspections remain required every four years per district rotation. Initial inspections for new buildings occur in the tenth year after certificate of occupancy.
- Owners of buildings with no gas piping must submit a one-time certification (from a utility company, registered design professional, or licensed master plumber).
- Buildings with gas piping but no active gas service or appliances must submit documentation but are exempt from full inspection.
- Advance Notification:
- Inspectors must notify DOB at least two days prior to performing a gas piping inspection.
- Extensions & Pre-Filing:
- Owners unable to obtain timely inspection may request a 180-day extension with proof of good-faith effort and payment of the filing fee.
- DOB will not review reports or certifications in pre-filing or QA-failed status.
- Civil Penalties & Curing Violations:
- Failure to file required certifications by the deadline results in penalties: $1,500 for 3-family buildings, $5,000 for all others.
- To cure, owners must pay the penalty and submit required documentation.
Penalty Waivers:
Waivers may be requested for new/government ownership, bankruptcy, state of emergency, building status changes (conversion, demolition, sealed/vacated), no gas piping/service, or ongoing gas work. All requests require supporting documentation and must be submitted via the DOB website.

- Review your building’s inspection status and prepare for digital submission through DOB NOW.
