Starting February 2, 2026, in accordance with Buildings Bulletin 2025-011, DOB NOW will restrict the issuance and renewal of a Structural permit connected to a new building, enlargement, or change in use but filed as a separate Alteration filing.
Filing Requirements
For separately filed Alteration filings in DOB NOW, applicants will be required to answer the question on the PW1: Is this Alteration being filed in connection with a development, enlargement, or change in use on this BIN, as defined in Zoning Resolution Section 12-10?
If the answer is No, the filing will proceed as usual. If the answer is Yes, the applicant will be required to provide a New Building (NB), Alt-CO – New Building with existing building elements to remain (NBEE), Alteration-CO (Alt-CO) with ZD1, or Alteration with an enlargement job number. In addition, if the Alteration filing includes Work Type Structural (ST), Foundation (FO), or Earthwork (EA), the applicant will be required to provide the Determination Number for an approved Determination to proceed.
Permit Issuance
If the answer to the above question is Yes and the Alteration filing includes Work Type FO or EA, DOB NOW will not issue the permit unless the ZD1 on the related NB, NBEE, Alt-CO, or Alt w/Enlargement job is in Accepted status. If the Alteration filing includes the Work Type ST, and the related job is NB, NBEE, or Alt-CO with ZD1, DOB NOW will not issue the ST permit until the GC permit on the Initial filing (I1) for the related job is issued. If the related job is Alt w/Enlargement, the ST permit will not be issued until the GC permit on the related job is issued.
Permit Renewal
If the answer to the above question on the PW1 is Yes, and the Alteration filing includes Work Type ST, the GC permit of the related job must be active (not expired) to renew the ST permit.
